UI tweaking outside of conan ?

MidassAs i understand it, funcom does not yet allow the code that would let you scale the hotbars or change the colors of the healthbars.
But can it be done outside of conan, like a script generator, you tweak the look of the UI and click ok, and it generates an UI addon ready for you to just paste it into the directory as if it was a downloaded addon, if you know what i mean.
The easiest way it would be to tweak, is if there was an actual visual representation of the ui which you scale or move right there as you want it, but it could work with just writing down the position and scale of the various elements and than entering and exiting the game untill you get it right.
I would really love to be able to tweak the ui
